Discussion Draft of Portlands Economic Opportunities Analysis released for public review

The Bureau of Planning and Sustainability has released the Economic Opportunities Analysis (EOA) Discussion Draft, which examines how Portland can enhance job growth and align land use with community values for the next two decades. The draft highlights strategic areas including Central City, Industrial Districts, Neighborhood Business Districts, and Campus Institutions, addressing critical issues such as shifting work patterns and supporting small businesses. Community feedback is encouraged until November 10, with an open house scheduled for October 30, 2025, at the Portland Building to discuss the draft. Following the public input period, BPS will revise the document into a Proposed Draft for the Planning Commission's review later this year. The Planning Commission will conduct public hearings before forwarding recommendations to the City Council in 2026.

This analysis is part of a broader city effort to ensure adequate industrial land while protecting natural resources. Community engagement is crucial as feedback will shape strategies for inclusive prosperity and innovation across Portland.
