Councilor Dan Ryan announced a resolution to create a Local Business Support Program in Portland, addressing challenges faced by small businesses, including rising costs and crime. The initiative aims to bolster the local economy and improve business conditions citywide. Proposed actions include tracking business vacancies, coordinating city responses to crime and vandalism, and collecting data on business closures. Ryan highlighted the critical role of local businesses in shaping community identity and economic vitality, stating, "When they suffer, our neighborhoods, tourism, and the city’s economy also suffer. " The program will enhance collaboration between Prosper Portland and city offices.

A comprehensive plan, including funding options, is required by January 31, 2026. This resolution underscores the urgency of addressing the decline in business health, which is linked to the city's budget deficit. Supporting local businesses is essential for Portland's recovery and economic stability.
