City of Portland begins mediation with AFSCME-represented Independent Police Review division
The City of Portland and AFSCME Local 189 commenced mediation for the Independent Police Review (IPR) division after prolonged contract negotiations failed to yield results. IPR employees, who organized in 2021, voted to authorize a strike earlier this month as their labor agreement expired on June 30. The new Oversight System will allow the Office of Community-based Police Accountability and the Community Board for Police Accountability to oversee police investigations. During negotiations, the City proposed various transition options for IPR employees, including support for applying to new positions and creating equivalent roles for those not hired.
