Administrative Rules Updates from the Bureau of Planning and Sustainability (BPS)
The Bureau of Planning and Sustainability (BPS) implemented updates to its administrative rules to align with the new city government structure established by Portland voters in 2022. The reform introduced a city council that focuses on policy and community engagement, while daily operations are managed by an elected mayor and a city administrator. The revisions primarily transfer authority from the bureau director to the city administrator, ensuring compliance with the updated city code and charter. Many routine responsibilities will still be handled by the bureau, preserving operational continuity. Public comments were solicited for 30 days, concluding on May 4, 2025, covering rules related to Solid Waste and Recycling, Franchise Utilities, and Climate and Energy.
BPS will notify stakeholders via email once the updates are finalized. This restructuring aims to enhance the efficiency and effectiveness of city services under a unified leadership model. Stakeholders are encouraged to sign up for email updates if they did not receive the original notice.
