The Independent Monitor MPS & Associates is now responsible for overseeing compliance with the agreement.

Currently, five investigations from Q2 2025 remain open, while one investigation from Q1 2025 closed in under the mandated 180 days. The median duration for completing intake investigations slightly surpassed the 14-day goal in Q2 2025. Compliance numbers are subject to change as open cases are resolved. Furthermore, the second quarter of 2025 witnessed one in-custody death, specifically the case of Damon Lamarr Johnson, who died on June 27, 2025, while officers responded to a welfare check call. These developments underscore the ongoing scrutiny of police conduct in Portland.
