Avalos, Dunphy Resolution to Create a Comprehensive, Unified Housing Strategy Passes City Council
The Portland City Council approved the Unified Housing Strategy (UHS) resolution on August 7, 2025, with an 11-1 vote led by Councilors Candace Avalos and Jamie Dunphy. The resolution directs the city administrator to collaborate with city bureaus to formulate a cohesive housing strategy that transitions the city from crisis management to sustainable solutions. Councilor Avalos emphasized that the ongoing housing crisis has affected all sectors of Portland for over a decade, while Councilor Dunphy noted community frustration with piecemeal approaches. The UHS will align existing policies, consolidate departmental efforts, and set clear, measurable objectives to address housing and homelessness. It will also prioritize equity and community input while coordinating housing supply with homelessness needs.
A draft is due for review by the Homelessness & Housing Committee by December 1, 2025, with final council approval expected in Spring 2026. This initiative reflects a significant shift in Portland's approach to housing, aiming to ensure stable and affordable options for all residents. The full text of the resolution and a fact sheet are available on the city’s website.
