The UHS will align existing policies, consolidate departmental efforts, and set clear, measurable objectives to address housing and homelessness. It will also prioritize equity and community input while coordinating housing supply with homelessness needs.

A draft is due for review by the Homelessness & Housing Committee by December 1, 2025, with final council approval expected in Spring 2026.
