Avalos, Dunphy Resolution to Create a Comprehensive, Unified Housing Strategy Passes City Council

The Portland City Council approved the Unified Housing Strategy (UHS) on Wednesday with an 11-1 vote, led by Councilors Candace Avalos and Jamie Dunphy. This resolution mandates coordination among city bureaus to create a comprehensive housing strategy aimed at long-term solutions. Avalos, chair of the Homelessness and Housing Committee, noted that Portland has been grappling with a housing crisis for over a decade, affecting every part of the city. Dunphy emphasized the importance of aligning housing efforts to deliver stable, affordable housing. The UHS will focus on integrating existing strategies related to homelessness, permitting, and climate while setting clear, measurable goals.

A draft of the UHS is due by December 1, 2025, with final council approval anticipated in Spring 2026. The initiative responds to rising housing costs, where half of renters pay more than 30% of their income on rent. By addressing these issues, the UHS aims to create lasting solutions for Portland's housing crisis.
