A federal judge has ordered the Trump administration to respond to a lawsuit filed by several cities, including Portland, which seeks to block new federal rules that restrict Diversity, Equity, and Inclusion (DEI) initiatives. The lawsuit, initiated by King County and joined by Portland, argues that the rules are unconstitutional and require local governments to certify the absence of DEI programs. Portland risks losing nearly $400 million in federal grants if it does not comply with the new regulations. Mayor Keith Wilson indicated that this funding is vital for many city programs and services. The deadline for compliance is set for August 14, and the judge has previously approved two injunctions against these rules, which the Trump administration has appealed.

City leaders remain uncertain about which programs conflict with the executive order, leading to closed-door briefings with city attorneys. The city is currently evaluating how to balance federal requirements with community service. A $500,000 grant for a study on train crossings highlights the potential impact of these regulations on city projects.
