The Independent Police Review (IPR) reported receiving 179 complaints from community members in 2024, reflecting stability in complaint numbers since 2021. Complaints from Bureau members dropped to 45 after a procedural spike in 2023. The full implementation of body-worn cameras significantly improved investigations, allowing for greater accuracy and efficiency in case processing. In 2024, IPR achieved full staffing levels for the first time since 2020, which helped balance investigator workloads. Five administrative investigations remained open for over 180 days, while eleven investigations closed in less than that period.

The City and the Department of Justice appointed an Independent Monitor to enhance oversight following a 2014 settlement agreement regarding policing practices. Ongoing investigations into police actions during the 2020 protests continue, with IPR able to allocate more resources now that it is fully staffed. The new system of civilian oversight approved by the DOJ in 2024 will be implemented with the new City Council in 2025.
