Building Trust Through Action Portlands Commitment to Neighborhoods Hosting Overnight Shelters
Portland will expand its overnight homeless shelters in 2025, prioritizing community engagement and safety. The initiative includes a detailed Community Engagement Plan to address neighborhood concerns and improve livability. Mayor Keith Wilson highlighted the city’s commitment to restoring dignity for those experiencing homelessness while enhancing the safety of communities. Each shelter will feature a 1,000-foot engagement area, allowing the city to manage issues related to unsanctioned campsites and trash within a defined timeframe. The city pledges to respond to these concerns swiftly, with significant trash and graffiti removed within five business days.
This effort builds on a portfolio of 10 existing low-barrier shelters that have successfully helped individuals transition to housing. The city’s proactive approach aims to foster trust and collaboration with neighborhoods hosting the shelters. Community members will receive information on how to report issues and engage with city services.
