Notice of Finding of No Significant Impact and Notice of Intent to Request a Release of Funds

The Portland Housing Bureau is preparing to request $800,000 in Home Investment Partnerships funds from HUD for the construction of the ALSO Apartments, a new affordable housing development in Gresham. This project will demolish a single-family home at 1220 NE Division Street to construct a four-story building with 39 units, including 21 one-bedroom, 12 two-bedroom, and 6 three-bedroom apartments. Residents will enjoy various amenities, such as parking, sports courts, a children's play area, and community garden spaces. Construction services will be provided by Advocates for Life Skills and Opportunity (ALSO), which aims to enhance housing stability for People of Color and immigrant communities. The project will adhere to Universal Design Standards to accommodate diverse abilities.

The City of Portland has concluded that the project will not significantly impact the environment, thus eliminating the need for an Environmental Impact Statement. Public comments are invited until August 1, 2025, and will be considered before the funding request is submitted. The total HOME subsidy and assistance through the Low-Income Housing Tax Credit Program (LIHTC) will support this initiative.
