The City of Portland will release its fifth annual Action Plan for FY 2025-2026 on July 3, 2025, detailing funding for affordable housing and community development programs. The Portland Consortium, which includes Gresham and Multnomah County, must have a Consolidated Plan approved by HUD to access federal funding. HUD sanctioned the current five-year plan for FY 2021-2025 in Fall 2021. The Action Plan will specify funding allocations and project goals for CDBG, HOME, HOPWA, and ESG programs. Public comments will be accepted until August 1, 2025, allowing residents to contribute their input.

Physical copies will be available upon request, while written comments can be submitted to the Portland Housing Bureau. This process emphasizes community engagement in local housing initiatives. The outcomes of this Action Plan will significantly impact affordable housing development in Portland.
