Multnomah County expands referral access to boost sobering services use
Multnomah County has expanded its sobering service access by allowing addiction and behavioral health care organizations to make patient referrals. Previously, only law enforcement could initiate these referrals, limiting service use. Since the opening of 13 sobering beds at its Southeast Portland deflection center in April, only 26 individuals have utilized the service, with most referrals coming from law enforcement through a diversion program. The county aims to increase usage to address the high need for such services. Officials have partnered with five organizations to facilitate outreach and encourage voluntary use of the sobering center.
These organizations include Portland Street Response and the Mental Health and Addiction Association of Oregon. Additionally, officials are considering purchasing a dedicated transport van to streamline access to the center. A new sobering center planned for 2027 has already faced delays, highlighting the ongoing challenges in addressing substance use issues in the community.
