Public Notification Level III Sex Offender

The Port Orchard Police Department is releasing information about Toby E. Sybil, a Level III sex offender, who will be living in the 1800 block of Sidney Ave. This action is in accordance with RCW 4. 24. 550 and the Washington State Supreme Court decision in State v.

Ward, aimed at enhancing public safety through community awareness. Sybil has served his sentence and is not wanted by law enforcement, but his previous convictions—including Rape of a Child Second Degree—place him at a high risk of re-offending. The police department stresses that the notification is not intended to incite fear but to inform the public, as an informed community is a safer one. Additionally, the department warns against any harassment or intimidation of registered sex offenders, which could jeopardize future community notification efforts. A community meeting will be held on October 22, 2020, allowing residents to engage and ask questions via Zoom.

The police encourage anyone with information about criminal activity to reach out to them directly. This proactive approach to public safety reflects the department's commitment to maintaining a safe environment for all residents.
