The City of Port Orchard issued a modified Determination of Non-Significance (DNS) on October 29, 2025, for a rezone application at 1061/1083 Hull Ave, proposing a change from Residential 2 (R2) to Residential 3 (R3). The modification arose due to the initial public comment period of twelve days, which was extended to November 12, 2025, to comply with regulatory requirements. The DNS indicates that the city does not anticipate significant adverse environmental impacts, and as such, an Environmental Impact Statement (EIS) is not required. The rezone application, submitted by Noel Larsen of 1909 Holdings, LLC, is documented under PO Number LU25-REZONE-01. Following the comment period, an appeal process will be available until November 26, 2025, giving residents the opportunity to challenge the DNS.

The Department of Community Development provides public access to the environmental checklist and relevant documents upon request.
