Mayor Cherelle Parker's ambitious housing plan, H. O. M. E. , faces uncertainty as City Council members express reservations about a proposed $800 million borrowing.

Majority Whip Isaiah Thomas articulated his disagreement, questioning the need for such a significant investment. The Council recessed hearings on the proposal without a preliminary vote, with a final legislative package due by Thursday to meet budget deadlines. Parker's plan aims to address Philadelphia's housing crisis by creating or preserving 30,000 affordable housing units over four years, utilizing $1 billion in publicly-owned land and various funding partnerships. Thomas proposed a smaller initial bond of $400 million, suggesting further loans could follow if the initiative proves successful. Despite his strong opposition, he stated he would not lobby against H.

O. M. E. Meanwhile, Council President Kenyatta Johnson aims for a timely vote before the summer break. The proposal's fate remains uncertain as negotiations proceed.
