However, two other components of the package were held in committee, likely delaying their passage until after the summer break. The Mayor's office requested more time for review, citing concerns about the feasibility of enforcement.

Landlord representatives warned that the proposed laws could adversely affect responsible property owners. Testimonies from tenants highlighted dire living conditions, with one renter recalling severe health issues caused by her apartment's condition. The Council's actions reflect an ongoing struggle to balance tenant protections with landlord interests.
