Oakland police commissioner called chief investigator a rat, according to complaint

Mac Muir, executive director of the Community Police Review Agency, filed an ethics complaint against police commissioner Regina Jackson, claiming retaliation for conducting investigations into police misconduct. In his complaint, Muir expressed concern over Jackson's text referring to him as a "rat," which he interpreted as a threat of further retaliation. This complaint provides insight into the ongoing tensions within the Police Commission, responsible for overseeing the Oakland Police Department. Muir's investigations targeted several high-ranking officers, including former police chief LeRonne Armstrong, for failing to discipline a detective charged with serious offenses. During this period, some OPD officers accused Muir of racial discrimination for recommending harsher penalties for officers of color.

Jackson confirmed sending the controversial text but insisted it wasn't directed at Muir. The incident underscores the challenges of civilian oversight in police accountability. Muir left his position with the city in February, while Jackson's term on the commission ended last October.
