He cited a no-bid contract with Helix, tasked with clearing a homeless encampment, as a primary concern. Timmerman emphasized the necessity for better training and site visits to ensure contractors meet their obligations, stating, "Nobody does site visits. " He also criticized the practice of circumventing standard contract reviews by procurement personnel and attorneys, describing it as risky and unsustainable. Over the last three months, auditors reviewed contracts from the Neighborhood Safety Department, revealing similar oversight issues.

For instance, the city received grocery store bills without adequate documentation. Timmerman noted that while it is not illegal for city officials to expedite contracts, it is not a best practice, echoing recommendations from state auditors. He urged the city to adopt stricter controls to prevent potential fraud and mismanagement.
