Man drunk and unlicensed when he killed other driver in Twin Cities crash, charges say

German Adriano Llangari Inga, 34, faces charges of criminal vehicular homicide after causing a fatal head-on crash in Minneapolis on August 3, 2024. Victoria Eileen Harwell, 31, died from injuries sustained in the collision, while two passengers in her vehicle suffered lesser injuries. Llangari Inga reportedly drove under the influence, with a blood alcohol content of 0. 171%, more than twice the legal limit. Surveillance video captured his SUV crossing the double yellow line before striking Harwell’s vehicle.

Police discovered open beer bottles in his car and noted he did not have a valid driver’s license or insurance. Authorities arrested him that evening, but he remains at large as of Monday. A second crash, involving Llangari Inga hitting another vehicle moments before the fatal collision, raised concerns about his reckless driving.
