Washington's College in the High School program saw a remarkable rise in enrollment, adding approximately 10,000 students after the introduction of free dual credit courses in 2023. This change was made possible by legislation signed by Gov. Jay Inslee in 2022, aiming to improve educational accessibility for high school students. Unlike other dual credit options such as Running Start, this program allows high school teachers to deliver college-level curriculum in their classrooms, with oversight from local universities. Angela Jones, the Washington state director for the Gates Foundation, emphasized the program's role in fostering a robust educational ecosystem, noting that 74% of participants pursued postsecondary education after high school.

The flexibility of the program allows students to take courses for credit or to experience college-level learning without the pressure of impacting their academic records. Ruben Flores, executive director of the Council of Presidents, stated that these partnerships between school districts and universities enable more tailored course offerings. This initiative not only promotes higher education access but also encourages student engagement in rigorous academic experiences. Overall, the program represents a significant step forward in enhancing educational opportunities for students in Washington.
