Underage Decoy Shoulder Tap Operation

On February 7, 2025, the Santa Monica Police Department (SMPD) carried out an underage Decoy Shoulder Tap operation aimed at reducing the provision of alcohol to minors. In this operation, a decoy under the age of 21, supervised by SMPD investigators, solicited adults outside five local liquor and convenience stores. Over the course of the operation, the decoy engaged with 46 adult patrons, resulting in two citations for individuals who attempted to purchase alcohol for the minor. This initiative is part of the Department of Alcoholic Beverage Control’s Minor Decoy/Shoulder Tap Grant Project, which is funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The operation underscores the SMPD's commitment to enhancing community welfare by curbing underage drinking and promoting responsible alcohol consumption.

By directly addressing the issue of adults supplying alcohol to minors, the SMPD aims to foster a safer environment for youth. Such operations not only deter illegal behavior but also raise awareness about the risks associated with underage drinking. This proactive approach is vital for community safety and the well-being of minors.
