On August 25, 2025, the Hermiston City Council will hold a public hearing to consider expanding the Urban Growth Boundary by approximately 810 acres for industrial development. This proposal supports the 2024 Hermiston Economic Opportunities Analysis and includes legislative revisions to the comprehensive plan and zoning code. The area proposed for annexation comprises several tax lots located south of Feedville Road. Notably, the amendments aim to designate the territory as "Industrial" and introduce a new zoning overlay specifically for Hyperscale Data Centers. The public hearings will feature a staff report followed by opportunities for public testimony, either in person or through written submissions.
