New rules establish a 60-day processing period for administrative permits, 100 days for permits requiring public notice, and 170 days for permits needing public hearings. The legislation does not apply to various other permits, such as landmark designations and minor alterations. In addition to the permit updates, the council unanimously approved a relocation assistance policy for new city employees, which provides up to $5,000 in reimbursements for moving expenses. This policy is intended to ease the burden on employees relocating from distances of 100 miles or more and includes specific eligibility criteria.

The council's decisions reflect a proactive approach to both regulatory compliance and workforce support.
