Established in 1968 and last revised in 2006, the charter is critical for maintaining effective governance. The committee, composed of 15 appointed volunteers, engaged with the public through hearings to gather insights and feedback. Their task was to assess the charter and recommend any necessary changes to the Mayor and City Council. To advance a proposed amendment, at least ten committee members must vote in favor.

The final report detailing their recommendations was submitted on May 26, 2016. Voters will have the opportunity to approve or reject any adopted changes in the upcoming November 2016 election. This process underscores the importance of civic participation and transparency in local governance.
