Arrests Linked to Fentanyl Drug Sales Targeting Homeless Individuals in El Cajon

The El Cajon Police Department has recently conducted a series of arrests linked to fentanyl drug sales that specifically targeted homeless individuals in the area. The investigation commenced on April 29, 2024, after officers responded to reports of suspicious activity involving a vehicle in which several homeless individuals were allegedly involved in drug transactions. The initial arrest of 20-year-old Jordan Fox, who had an outstanding theft warrant, led to the identification of 35-year-old Joshua Kavaney as her supplier. On September 10, detectives detained Kavaney and discovered he was in possession of an illegal credit card skimming device and drug paraphernalia. A search warrant executed at his residence revealed approximately two ounces of fentanyl, multiple firearms, including a ghost gun and a firearm silencer, as well as a significant amount of cash.

Kavaney and his associate, 27-year-old Brittnee Gilmer, were arrested on multiple felony charges, with Kavaney held on a $500,000 bail. The El Cajon Police Department is working closely with federal partners to ensure accountability for those involved in drug trafficking. This case highlights the ongoing commitment of law enforcement to combat the dangers posed by illicit drug distribution in the community.
