The order mandates new policies and gives the Governor’s Office of Indian Affairs a permanent seat in Ferguson's cabinet, along with expanded authority. Tribal leaders acknowledged the order's potential to improve relations while expressing concerns about ongoing tensions. Ferguson highlighted his commitment to fostering meaningful government-to-government relationships and invited direct communication regarding challenges. The executive order was signed during the Centennial Accords meeting, an annual gathering that assesses state-tribal relations.

Cindy Marchand of the Colville Confederated Tribes remarked the order is significant for Indian Country. The meeting was closed to the media this year, contrasting previous years of openness.
