The loan, sought from the Department of Housing and Urban Development, is part of an $88 million initiative aimed at economic development and housing rehabilitation for low-income renters. Alderman Daniel La Spata highlighted the project's significance, calling it a potential catalyst for the local economy. Currently, the planning department is gathering community feedback to include in the application, which will be submitted once the federal government reopens.

If the loan is granted, construction could commence in spring 2026, with completion anticipated by mid-2027. The city has previously approved $27. 25 million in funding for the theater, alongside additional tax incentives. The project team has attempted to gather community input since 2021 but has faced delays due to higher building costs. The ambitious plans aim to restore the 3,500-seat venue and stimulate growth along Milwaukee Avenue.
