The city's emergency management department is prepared to implement street closures if traffic becomes unmanageable, as seen during last year's festivities. Access points will require drivers to show a license or employee ID to enter. The cancellation of the El Grito Fest, previously held to manage crowds, may lead to more car caravans, raising concerns among local officials. Alderman Brian Hopkins pointed out the potential for increased caravan activity without the festival.

Mayor Brandon Johnson has encouraged celebration while warning that illegal gatherings will be held accountable. The heightened enforcement coincides with the Department of Homeland Security's Operation Midway Blitz, which has increased federal presence in Chicago. Community organizers report a surge in immigration enforcement actions, raising concerns among residents.
