Interim board chair Matthew Brewer described the situation as unusual and expressed hope for resolution. Burnett's absence and the subsequent cancellation of a meeting with CHA resident leaders raised additional questions about his suitability for the role.

The CHA has been without a permanent CEO since Tracey Scott's resignation in October, during which time the agency has struggled with housing shortages. Burnett has stated that leading the CHA is a dream job but is waiting for HUD's direction on how to proceed. The board is now seeking clarity on whether Burnett will need to secure a waiver to move forward with his nomination. The next CHA board meeting is scheduled for September 16, when further developments may occur.
