The Chicago Police Department confirmed this decision following allegations of Baker assaulting a female officer at a Wicker Park bar. Reports reveal that Baker attempted to delete videos from the officer, who required stitches after the altercation. He also sought surveillance footage under the pretense of investigating the incident, which could violate department policies. Rivera's family has demanded the release of body camera footage and expressed concerns about Baker's continued service despite a significant disciplinary record.

Attorney Antonio Romanucci emphasized that Baker's removal should have occurred during his probationary period. He stated, “Had the department terminated him during his probationary period, Rivera would be alive today. ” The Civilian Office of Police Accountability is investigating the shooting incident and Baker's conduct.
