The legislation empowers the state’s Department of Commerce to independently oversee its Lead-Based Paint programs, enhancing safety for residents. This change rectifies a 2010 legislative flaw, allowing the state to sidestep potential loss of authority from the EPA by ensuring the program's continuity without federal funding. Ferguson highlighted the bill's significance for public health, stating it ensures ongoing protection against lead exposure. The law also permits the Lead-Based Paint Programs to set their own fee structures, fostering financial self-sufficiency.

Jennifer Caraway from Commerce noted the importance of local control for the program's future. Training initiatives across the state will continue to promote lead-safe work practices, contributing to higher compliance rates. Steve Hoff of LeadClasses. com praised the Commerce approach, emphasizing education over penalties to improve contractor compliance.
