Bend City Council Approves Joint Resolution with Deschutes County for Temporary Safe Stay Area
On October 29, 2024, the Bend City Council approved a joint resolution with the Deschutes County Board of Commissioners to establish a Temporary Safe Stay Area (TSSA) for overnight vehicle camping at Juniper Ridge. This initiative is designed to enhance safety, sanitation, and case management for individuals experiencing houselessness, creating a safer environment for both campers and the community. The concept was discussed during a joint meeting on September 5, 2024, where both bodies recognized the need for collaborative rules and outreach plans. City and County staff will develop guidelines for the TSSA and manage the allocation of funds from the American Rescue Plan Act for housing-focused case management services. Mayor Melanie Kebler emphasized the resolution's critical role in community protection and fire mitigation, reinforcing the city's commitment to assisting vulnerable populations.
The TSSA will initially cover approximately 40 acres, with plans to reduce this area to 20 acres by 2026. Additionally, the City plans to close other portions of Juniper Ridge to camping by May 31, 2025, as part of ongoing clean-up and fuels reduction efforts. The TSSA is intended to conclude by December 31, 2026, coinciding with the timeframe for utilizing ARPA funds.
