The Port of Bellingham officially severed ties with Harcourt Developments on May 6, following persistent delays in project execution that prompted a unanimous vote from the Port's commissioners. The termination agreement strips Harcourt of its exclusive development rights on the waterfront, a position it has held since 2015, while allowing the firm to keep the Granary Building and two condominium developments still in progress. The relationship between the two entities has been fraught with legal challenges, including counter lawsuits and a restraining order, illustrating a complex operational history. Holly Stafford, the Port's legal counsel, referred to the resolution as a "miracle," suggesting that both parties had long been ready to part ways.

Going forward, the Port intends to discuss new development plans in forthcoming meetings, signaling a shift in strategic direction. Harcourt has not yet responded to requests for comment regarding the termination. This decision may open opportunities for new developers to engage in waterfront projects.
