Development contract could be terminated by Port of Bellingham

The Port of Bellingham is moving toward potentially terminating its contract with Harcourt Developments, the exclusive developer for the waterfront area. The commission will discuss this action on May 6, amid concerns regarding Harcourt's slow development pace. Despite successfully restoring the Granary building in 2019 and completing one condominium, the Port believes the progress has not aligned with the Master Development Agreement's expectations. If approved, the termination will return the property to the Port while allowing Harcourt to keep the Granary and three condominiums on the Whatcom Waterway. Public comments will be solicited during the meeting, emphasizing the importance of community involvement in this process.
