The man, referred to as "Bow Doe," was found in February 1989 on a steep hillside, suspected to have taken his own life. In 2018, community members raised funds to unearth the remains for DNA testing, which led to a breakthrough this year. An advanced DNA testing company conducted genetic analysis that identified a relative, confirming the man’s identity. Tobin Meyer, Chief Criminal Deputy at the Skagit County Sheriff’s Office, acknowledged the role of community partnership and advances in forensic science in this identification.
