The uncertainty surrounding the trade war complicates businesses’ ability to anticipate changes, according to the Whatcom Business Alliance. Barbara Chase emphasizes that companies with stronger local connections face fewer tariff-related challenges. Canadian visitation has dropped 22% this year, affecting local spending significantly. Jennifer Bettis from Western Washington University attributes this decline to poor exchange rates and negative political rhetoric.

Historically, Canadian shoppers contributed $140 million to the county's economy, accounting for up to 11. 7% of taxable retail sales. Small businesses, which make up 90% of WBA's membership, face unique challenges related to tariffs. For instance, local craft breweries report increased costs for imported ingredients and packaging due to tariffs.
