Audit findings necessitate changes to Port of Bellingham protocol

Following an audit from the Whatcom County Auditor’s Office, the Port of Bellingham has amended its contracting procedures due to a violation of federal regulations. The audit highlighted that the Port failed to award a contract to Moffat and Nichol fairly for a project funded by a $4. 2 million federal grant. CFO Tamara Sobjack noted that she was made aware of the non-compliance in mid-May. In response, the Port has implemented a scorecard system to rank contract bids, which is now filed with both the Engineering team and the Contracting and Bids department.

This scorecard is a federal requirement that the Port usually adheres to, marking this instance as an exception rather than the norm. By taking these steps, the Port aims to align its practices with federal laws and enhance transparency in its contracting process. The changes are significant for maintaining compliance and fostering trust within the community.
