Tunneling for new water pipe
The Wastewater Treatment Plant Outfall Relocation project continues to progress, with a new 2,661-foot pipe being installed to enhance the capacity for effluent conveyance. This pipe will reach the shoreline and reduce to a 42-inch diameter for deeper water termination, addressing environmental concerns. The construction method has shifted from blasting to tunneling to minimize surface disruption, particularly under 3rd Street and U Avenue. Currently, the contractor is working on opening the manhole #1 shaft, which will serve as the launch pit for the tunnel boring machine. Marine and shoreline construction has been successfully completed, indicating the project's advancement.
This relocation aims to improve water quality in Guemes Channel by positioning the outfall farther from the shoreline. Overhead utility relocation is expected to conclude in April, facilitating further progress. The project reflects a commitment to modernizing infrastructure while protecting local waterways.
